what's the difference in meaning

A. We are open to discuss the problems. Vs. We are open to discussing the problems.
B. The store is closed to Sundays. Vs. The store is closed on Sundays.

"We are open to discuss the problems" is theoretically possible in the sense of an office (for example) being open for the purpose of discussing the problems. In practice it is an unlikely thing to say.
