What's the difference between "yet" and "not yet"?

For example,
1, "The best one is not yet to come."
2, "The best one is yet to come."
What is the exact diffrence of the above two sentences?

The second sentence is fine. The first is meaningless. If you changed it to, 'The best one has not yet come', then it would mean roughly the same as the second sentence.

I respectfully disagree. If sentence 2 has a meaning, then its opposite, sentence 1, must also have meaning.
For example:
