What's the difference between these sentences?

Are they both correct? The second one sounds incorrect to me.


I had finished my homework by 7 o'clock.

I had finished my homework at 7 o'clock.

It could be correct in the right context, but without further context I would simply use the simple past:

Do they mean more or less the same?

So "I had finished my homework at 7 o'clock" cannot be taken to mean "When it was 7 o'clock, I had already finished my homework."
