What’s the difference between the two sentences?

I think, on the given occasion, the two are same and am I right? Thanks for your help.

1: Of the 35 Britons known to have been snatched in the Delta since 2006, only four were taken this year, says the British government.

2: Of the 35 Britons known to be snatched in the Delta since 2006, only four were taken this year, says the British government.

The inferred meaning is the same, but the second is a bit sloppy. Generally it's more accurate to use the perfect aspect ( to have been snatched ) when you mention a period of time that extends to the present ( since 2006 ). CJ
