Whats the difference between on hand, in hand and at hand?

A. We want to ensure that help is (in/on/at) hand for all children suffering abuse.

B. A 1200-strong military force will be (on/in/at) hand to monitor the ceasefire.

C. I feel safer having a gun (at/in/on) hand.

D. He always kept a supply of firewood (on/in/at) hand
