What's the difference between even if and although

Even if they made it illegal to bring turtles into this country, I don't think people would stop wanting to get hold of them somehow or other.

Does "although" make sense here? What's the difference in between "even if" and "although"?

According what you said, because of past tense "made" used here.
I think that means it is an unreal conditional so that it is just a supposition here.
Maybe only although can be used.
