1) my question is why they are use different verb? ( is stupid and was stupid) even same incident!
could it change the meaning ?
2) using past verb means it isn't stupid now?

That is not a logical sequence. A says that this current gathering and talking is stupid.
B refers to something else being stupid, perhaps A's comment.

A: I drank too much last night. (past)
B: That was stupid. (past)
A: Yes, I know. (present)
