I believe I have seen the latter used in newspaper articles esp in reference to military units....

e.g. the Nth Division based out of Ft ***, State YYY. I don't know if that is correct or not

or if it's a regional thing....N. CA in this case.

That is rather military, but in use, yes - also in business. I think that the difference is that 'based out of' carries a greater suggestion that they will be deployed to other areas.

Yes, I agree with your last sentence...........I have seen ads for oil rig workers based out of Houston with the

suggestion that they will be deployed to other areas.
