What's the difference?

Hello. Is there a distinctive difference between these?

I'm sorry I've kept you waiting .
I'm sorry to keep you waiting .

My friend says that the first sentence means "Now I have just arrived. You don't have to
wait any longer." The second one means "Sorry. But you have to wait a little more."

I'd apprediate it if you gave me some comments. Thank you.
