I thought there would be more traffic delays due to the snow.
(a) Icy roads often cause traffic problems.
(b) The roads aren't as hazardous as expected.

The traffic condiction is better than he or she thought now. So I guess the correct answer is (b) which kind of explains the reason why the traffic condition can be better than expected.
