What's the author's real intention?

Hi.

No matter the complications, in the short term the president struck a blow against evil, for which I congratulate him. And if he was moved to this action because he saw heart-rending pictures of children, that’s fine.



In this sentence, "if he was moved to this action..." does it mean the author believes the president was possibly moved then or he actually thinks otherwise and should use "if he had been moved..."?
