What's "that" here?

"Deaf babies begin to babble in American Sign Language and are starting to make signs with that. Just like hearing babies, they tend to babble that most people before going to sleep."


I can't understand the part, "that most people".

Q1. What's "that" here? Is that a conjunction or modifier or something else?
