What's role and meaning of the underlined 'let'?

What's role and meaning of the underlined 'let'?

? This had let to a serious decline in her physical health.
? Syria's civil war has let to a massive exodus of refugees.

The two example sentences makes me puzzle over the meaning and role of the 'let'.
? Can you tell me what it is in meaning and the grammatical role?

? At first glance, I mistook it for 'led' since with 'led' the sentence makes a sense to me? (Am I right?)

? Isn't this 'have let to' expression widely used in modern English?
(It seems to me a bit archaic.)

Regards.

Thanks a lot as always, MM.
(Google search for "has let to a massive" gave me 8 results.
So I can't consider it as a misprint but a specual usage that's not used often

I use Google search a lot, too, but I would always consider 8 hits a misprint. You should glean a few hundred hits at least for special usages; I often glean that many just for misprints.
