'Let's not make a noise; the baby's asleep.'

'We shan't make a profit by selling stuff so cheaply.' (Mostly BE usage, and unusual these days, shan't = shall not = won't = will not.)

You shall not steal.
You shall not bear false witness.
You shall not kill.
You shall not commit adultery.

etc.

Can you also say: "You should not steal"?

Yes, but not with the same meaning.

You shall not steal ~ You must not steal ~ It is forbidden to steal. (You will be punished if you steal.)
You should not steal ~ It is not advisable to steal ~ It's not a good idea to steal. (But it may be OK in some cases.)
