What's different between these 2 sentences?

what's different between these 2 sentences?
I am a english begining learner. Please help me!

A) Someone's visit is being closely watched because he will likely to become China's future leader.

B) Someone's visit is closely watched because he will likely to become China's future leader.

But why is the word "being" affect such sense ?

Actually, the difference of the above 2 sentences is only (have/havn't) the word "being"

the sentence A) is present passive voice form
while the second one is present passive continous form ?
