Instead of the usual Google results with dictionary entries I get names of institutions when searching for this word. Can anybody help? What does it mean? Is this a common word?Thanks

It is an ad hoc coinage; that is why you cannot find it in a dictionary. Some native speakers (usually those with poorer vocabularies) frequently use the free suffix '-wise' to mean 'regarding', 'from the aspect of', etc. It can be attached to most any noun:
