what's a "under-inflated tire"?

Hello,
I am reading the introduction to "A Resource Guide on Racial Profiling Data Collection Systems" by the U.S. Department of Justice.

1)

Many police departments have not developed formal, written, standards directing officers on how to use this discretion.
I type it as what is printed on my textbook.
I think the second comma is a typo ... and that the first comma also seem unnecessary....not sure....

2)

In the traffic-stop context, these stops include checks for under-inflated tires, safety belt warnings, failures to signal lane changes, and other minor vehicle code and nonmoving violations.

I, too, think the second comma is a typo. But it could be that the writer is thinking that all formal standards are written standards and the word written is therefore parenthetical, as if to say:
... not developed formal (that is, wr
