Perhaps it doesn’t show the caller’s name, maybe it doesn’t take messages, and it might not have a volume control; but whatever else it might be, it is an inexpensive and functioning telephone.
The expression admits that it might have other possible purposes and confirms but that it definitely is a telephone. It depends a lot on what the item is that is being described.
