Yes, but I have to wonder whether you didn't mean "He gave her what money he had."

He gave her whatever money he had.

I understand that the "whatever" is a determiner in the NP "whatever money he had". The NP itself is a direct object in that sentence ("her" is the indirect object). In my opinion, the sentence makes sense.
