I encountered it in an interview with a singer. I give you a few sentences to show you the context.

My guess is this. It's a formatting command that is included with the text. Normally, they don't appear when you read the text, but they may if there is some kind of computer problem with the software.

In the examples you supplied, you can just omit the  ; and the whole text reads just fine.

Hi,

  is a code in html for a space. Equivalent to hitting the spacebar once. Spaces are often not recognized as such in html, so you have to code them specifically. There are exceptions of course.
