What would you show me they mean?

#1.  This system is to speed up the work of the factory inspection.

#2.  The car began to slow up.

I read these sentenses in a book about English's preposition.
 #1 and #2 are about preposition "up" .
Question 1. What would you show me they mean?

One of usages of "up" tells us that "up" means "to increase amount or degree" in the book.
I have ever known that "up" is the opposite meaning of "down".
but In these sentenses above "up" is used both "when the speed of this system is increased" and
 "The car is decreased". but I felt it is a little bit strange that "up" is also used in the opposite situations.
Could you see what I'm writing?
I guess that in #2 "up" has to replace "down" like "The car began to slow down."
This makes sense and is natural for me.
I'm sorry for not enough to make you understand by my writing.
