What would we call a department responsible for establishing new branches?

What would we call a department, which is part of the HQ, responsible for planning and establishing new branches of a certain company?

How about these? I don't know if these really exist in English:
  • Strategic Planning Department
  • Development Planning Department
  • Establishment Department
