What word(s) do English speakers use for this word?

i wonder if your countries where people speak English use these words "first-grade city" ; "grade-two city"; "special city" ; "third-grade city"....

these words indicate how big and prosperous cities are. but i don't know what words you use for them. because of the uneven development of cities in my country, so we have these terms to category them. please help me, thank you.
