Hi,
The police think or know that Tom is planning to rob a bank tomorrow. So, they are already watching Tom.
You can still say that Tom is 'a suspect'.

You can't be 100% sure that Tom will do it, until he does it.
Maybe he will change his mind.
Maybe he will get hit by a bus just before he enters the bank.

Tom already a robber... it's his job, but for some reasons he is not at jail... so police should look him for any wrong doing of his... ?

Hi,
Tom is a robber. He was in prison last year. He completed his sentence, and was released. Normally, the police won't watch him unless they have some information that he is going to rob someone again. That means he's a suspect.

Jim robbed a bank, and escaped with the money. The police are looking for him. We can still say he's a suspect. We also say 'He's wanted by the police'. He
