Which would you say?

1 What to say he's going to give it to you when he's done with it?
2 Who's to say....
3 What's to stop him from doing that.
4 Who's to stop him from doing that.

Are these correct?

1 He would best not to do that. (is this ok? or would you say it some other way?)
2 I'm staring down at the keyboard, not knowing what to right.
