'what' vs 'that'

1. Could you confirm whether the following sentence is okay?

What he sold in the flea market yesterday is actually that he borrowed from his friends.

2. Can I replace the underlined 'in' with 'at' in the above sentence? If both of them are possible, could you tell me what the difference is between them?
