what vs. as much as

Hi
I read the following in a TOEIC book:

“01. Employees are reminded to print only ______ is needed so as to avoid wasting paper.
A) what
B) there
C) as much as
D) as though

(Answer: A)”
((p. 166, ETS TOEIC Reading Prep Book))

Do you agree with the book that A is correct?
How about C? Why C is not correct?
If C (‘as much as’) were correct, what would be the revised question sentence?

A is correct, C isn't. "as much as" can be used when 1. comparing people's wealth (Peter has as much as Mark) 2.

"as much as" can be used when
1. comparing people's wealth (Peter has as much as Mark)
2. specifying an exact amount (you'll need as much as 100000$ to buy a Ferrari)

"what" in your example means "the thing(s that is/are needed" and "as much as" always implies quantity, so I hope that you can see why "as much as " doesn't work there.

Aspara GusIf you prefer option C), however, just drop the is and as much as will fit right into the sentence, making option (A the wrong choice.
Of course, I saw it first, then completely forgot about it.
