What type of sentence is this?

Strictly speaking, no because it lacks a verb. If insted of winter wonderland you were to say just land (drop adjective), you'd have "A land" or simply the noun, land. Clearly this fails the criteria to be a sentence.

However, it could be (esp. in dialog) understood to be "[it is] A winter wonderland" which means there is an undestood verb (is).
