What to do as an adjective phrase

I have a book to read.

I know that ‘to read’ modifies ‘a book’ as an adjective phrase.

And then, I was wondering if in ‘Tell me what to do’, I can say ‘to do’ modifies ‘what’ as an adjective phrase or ‘what to do’ itself functions as a noun phrase?
