What to do

1) He can tell you what to do.

I think this sentence would normally mean:
He is able to tell what you ought to do to achieve what you have in mind

Could the sentence also mean:
b) He has the right to give you orders.

Could '1' be used of a military superior officer (who might, if need be, order you to get yourself killed)?

Gratefully,
Navi.
