"What time is it" or "Do you have the time?"

I read a book, which says native English speakers don't say "what time is it."
If you hear non native speakers use this expression, what do you feel? Do you agree to the author and is it better not to use this?

Thanks for the reply.
So is it okay to ask a stranger "Excuse me, can you tell me what time it is?"

Yes, that is quite normal and quite polite.
