What time is it?

Which ones are correct?

8.45 : "It is a quarter to nine." or "It is quarter to nine."
9.15 : "It is a quater past nine." or "It is quarter past nine."

I would be very happy if someone can help with these sentences...

The "a" is technically required, but is often dropped in practice, because, like all phrases which get uttered a lot, it gets shortened for brevity. In spoken English, either will do. Rommie
