The answer is "The dinner is AT 8pm.

How come the AT isn't necessary in the question?

What time is dinner (at)?

Is the At necessary or not?

"At" can be used in the question "What time is dinner at?" You are right that that is good grammar. I think some people drop the "at" because it sounds like the "at" in "Where are you at?", which is extraneous, and which some hear as illiterate. Others drop "at" because "time" and "dinner" have the right meanings to permit it, influenced by the word "dinnertime" ("What time is reveille?" would be
