Hello ^^

I am wondering what is the difference between "What + S + be" and "Who + S + be"

Question :

All of the company's executives, no matter ______ they were or what position they held, came under investigation due to the tax scandal.

(a) Who

(b) What

The answer is (a)

Is there any difference?
