"What the ****?" isn't grammatically a complete sentence. It is often unfinished,though, because everyone knows what the rest of it would be.

I come home to find my dog sitting in front of the open refrigerator. I say, "What the ****?" but I mean "What the **** is the dog doing in front of the open refrigerator?

It is related with the person who is saying the dialogue is surprised that the uploader of a video (for example to youtube) it was Jeff and not Pete.
