What Tense is this?

Hi, quick question. What tense (out of the 12 English tenses) is "does have"?

E.g. This proposal does have two main drawbacks.

'Have' is not present tense in that sentence. It is the bare infinitive. 'Does' is the (3rd person singular) present simple form of the primary auxiliary verb 'Do', which is used in the construction of the negative, interrogative and emphatic forms of the present simple of lexical verbs.
