What sound does "ˈɒ" make?

In some cases it makes sound like "O" but in other cases it makes a short "A" sound. Can anyone help me what to pronounce?

I have never heard this. In fact, it's impossible. A phonetic symbol has only one pronunciation. It can't have one pronunciation on one occasion
