What seemed to be or what-seemed-to-be

I am clearly having a tough time knowing when to and when not to hyphenate the above phrase... is there an easy answer?

As well, is there a better single word or non-hyphenated phrase that
might take its place?

Would like the Canadian/UK version response v. US
