That is why it is useless (and wasteful of my time) to submit a question with no context. The passage is concerned with entrance fees, not bus fares. All of those fees are charges to the bus company for entering the park with a busload of visitors. Minibuses have to pay an extra fee when their passengers (if travelling independently) would have to pay an entrance fee.
