What phrase does this present participle modify?

I'm Korean, and I have never been to nations spoken English. Please, Would you have this in mind?

Look at the below sentence.

The immediate goal of the European "peace" movement is to reverse a 1979 NATO decision to deploy a new generation of U.S.-built nuclear missiles starting in late 1983.
But some of the movement's leaders are already arguing that the campaign should not cease until nuclear weapons are banned from the entire continent
