What part of speech is this "but."

Hi,

I was wondering if you could tell me the part of speech of "but" in the following sentence:
It is not our teacher but you who are to blame.

I think "but" is conjunction and before "you" "it is" is left out.
Is this correct?

So, the above sentence is the same as follows:
It is not our teacher but it is you who are to blame.

It is a conjunction, and nothing has been left out. You might as well say that "It was our teacher and you who are to blame" leaves out words and is really "It was our teacher and it was you ...."
