What part of speech is "in the paper bag"?

Hi Teachers,

What has Peter got in the paper bag?
He has got the school books in the paper bag.

My question:
"Schools books" is the object, but what part of speech is "in the paper bag", can I say it is the complement of place? Is it correct or is there another name for that?
