"what" or "those"

In the following sentence, should the [brackets] say [what is] or [those]?

Moreover, particles migrating from the ABC to the XYZ, analogous to the rodent DEF, have been observed in horses, albeit in much smaller numbers than [what is] seen in rodents.

I thought [those] properly refers to the particles, but wasn't sure because I thought i should be referring to the number of particles, in which case [what is] seems to work better,
