"What on earth is the/a CD-ROM?"

Dear Forum Users!

I would like to ask the following question: which option is better? I am to make a choice between "What on earth is the CD-ROM?" and "What on earth is a CD-ROM?". I have no clue at all which option is right! I would appreciate your help and suggestions! Thank you!

The only way to ask for a definition is "What is a ___?" ("What on earth" is OK too. It just shows that you are completely baffled about the term.)
