What omission applied here?

1. An extra day would need to be added to each year. This day, "World's Day," is formally called "W December," observed following the last day of December.

My book says 'being' is omitted in front of 'observed' which I don't understand.

How should I serve that part?

I mean I don't know how to understand it^^;

Well, I don't think that 'being' is what is elided (in fact, it seems a rather awkward choice). I suggest:

This day, "World's Day", is formally called "W December," [which is] observed following the last day of December.

When I saw the commantary about the elision in my book, I did not understand why it says 'being' is elided; I don't even know how to restore a original sentence with 'being.
