What 'Neither' indicates

The largest number of consumer complaints concern new car dealership, but because car dealers buy a lot of commercial airtime, they are rarely subjected to a news stations scrutiny. Neither will viewers see many critical stories about grocery and clothing stores, shopping malls, banks, insurance and health care providers, soda manufactures, or fast-food restaurants, all of which buy a significant amount of commercial airtime.

I'd like to know if it is right that neither indicates "consumer complaints concerning new car dealership" and "many critical stories about grocery and clothing stores, shopping malls, banks, insurance and health care providers, soda manufactures, or fast-food restaurants."
