What money meaning other than a literal one?

He gave me what money he had. Is this a correct sentence? If so, what does the phrase "what money" mean here? I heard what could mean "every or all". Is that true? If so, give me one example please. I am confused. Thanks.

I usually hear "little" in this pattern.

We are lost in a desert. I am very thirsty.

He gave me what little water he had. (He had only one spoonful. That was all.)
