What may we do

1) What shall we do now?
2) What may we do now?

Is there any difference in the meaning of these sentences?
The assumption is that sentence '2' is uttered in a context where the speaker is not asking for a permission and merely wondering what is there to be done.

Gratefully,
Navi.
