What may?

Hi what does it mean?

"In a war, there are many moments for compassion and tender action.
There are many moments for ruthless action, what is often called ruthless,
what may, in many circumstances, be only clarity."

Thanks

No, that is not it at all. It is not a collocated phrase; it is merely a relative pronoun plus the auxiliary verb 'may' as a part of the verb phrase 'may be'.
