What kind of "even"

Hi,


I have a couple of questions in the sentence below.



1) What kind of even is this ? To emphasize "the slightest"?

2) Does it mean, Those who hardly watches TV or those who watches a little TV? I know both are practically saying the same thing, but I would like to know the nuance.
